Anyone preparing documents in Vietnam meets the same question: which level does IELTS 6.5 correspond to. The honest short answer: the framework is clearly defined, but the IELTS mapping depends on the regulation of the institution receiving your file — there is no single national conversion table.
What the framework is
Vietnam's six-level foreign language proficiency framework was issued with Circular 01/2014/TT-BGDDT of the Ministry of Education and Training. It defines three stages and six levels, aligned with CEFR A1 to C2:
- Basic: Level 1 (A1), Level 2 (A2)
- Intermediate: Level 3 (B1), Level 4 (B2)
- Advanced: Level 5 (C1), Level 6 (C2)
The framework describes ability by skill; it is not itself a test. The corresponding Vietnamese examination is VSTEP.
Why there is no universal IELTS mapping
IELTS reports on its own nine-band scale, which was not built against this framework. Equating the two is an administrative decision made by whoever accepts your documents, and it varies between:
- Admission and graduation regulations at individual universities.
- Exemption rules for the national upper-secondary examination.
- Language requirements for civil servants, public employees and teachers.
So the correct answer to "which level is IELTS 6.5" always carries the clause "under which regulation". Conversion tables circulating online without a cited document are a risk to rely on.
How to check properly
- Identify the institution that will receive your result.
- Find that institution's own document — admission notice, regulation, decision — stating the accepted IELTS score.
- Check the validity period of the certificate, commonly two years from the test date.

For language centres
If you advise learners, keep a copy of each institution's original document rather than a summary table of your own. Requirements change annually, and outdated summaries are a common source of complaints.
